Campus Demands Tracker

This continually updated webpage aggregates demands that students groups have published as early as 2003, including Demands from Duke Asian Students, Duke Sexual Harassment & Assault Prevention & Education (SHAPE), Duke Graduate Students Union (DGSU), Duke University Native American/Indigenous Student Alliance (NAISA), Demands to Declare Duke a Sanctuary Campus, Duke Black Coalition Against Policing (BCAP), and Duke’s Latinx organizations.

The Chronicle’s tracker lists when demands were first issued and when they were most recently updated. This includes demands that were reiterated; for example, the demand to “institutionalize ethnic studies or equivalent department” was first issued in 2003 and most recently demanded again in 2021

Some demands are shared across student groups. For example, “Increase Latinx faculty and staff representation” is a demand shared in 2016 by Mi Gente, in 2021 by Duke Asian Students and in 2022 by Duke’s Latinx organizations. The tracker labels these shared demands in “Sources.”

The tracker mirrors Duke’s racial equity website, which marks “commitments to racial equity” with progress bars labeled “In planning," “Underway," or “Implemented.” The Chronicle’s progress bars are labeled “Unclear," “Not fulfilled," “Partially fulfilled” or “Fulfilled," drawing on Chronicle reporting and other sources. 

Some demands also include “Context," which further explains how The Chronicle marked the demand's progress. Other demands include a “Related” category, which include further relevant sourcing.

Context: Summaries of reported events and arrests are available on the DUPD website with geographic location but not demographic information; however, one could request an incident report using a known incident number and see if gender and race/ethnicity of the accused are included. Use of force information is not available publicly, but DUPD previously told The Chronicle that there were eight incidents in which officers used force between 2015 and 2021, with three of the impacted being Black men and five being white men. A DUPD officer fatally shot Raishawn Jones at Duke University Hospital on Jan. 14, 2022, making this the ninth known incident since 2015.

Disclose all exchanges of money to private and public sectors of the military and prison industrial-complex and the extent of these relationships by providing exact figures of Duke's investments, endowment percentages, and Board of Trustees investments. We require this for any ties to private prisons, companies that rely on prison labor, companies that invest in policing tools and surveillance, the U.S. Immigration and Customs Enforcement (ICE), the U.S. Department of Defense (DoD), and the U.S. Department of Homeland Security (DHS).

Context: Duke's annual financial reports are available online, albeit without information specific to policing. Any funding Duke receives from government entities such as the Department of Defense is publicly available at USASpending.gov. Contracts between Duke and federal entities can also be viewed in the Federal Procurement Data System. A preliminary review of the FPDS by The Chronicle shows that many contracts between Duke and the military are related to educational fees or research. Duke's investments are managed by DUMAC, and DUMAC filings (as well as individual trustee filings, if they exist) can be viewed through the Securities and Exchange Commission.
