It may come as a surprise to many students that the University employs several workers that can neither read, write nor speak English. After Anthony Chao, a native of Venezuela and a fluent speaker of both English and Spanish, found out about these employees shortly after he began working for dining services, he knew he wanted to help them out.

Generally speaking, it's a little troublesome when city governments try to dictate the operational policies of private corporations while the two are seated at the bargaining table. An easy argument against the city's strong-arm tactics is that it's simply a blatant abuse of governmental power. But when the demand protects the rights of that city's citizens, the metropolitan muscle-flexing is both appropriate and commendable.

In his State of the Union address to the nation last night, President Bill Clinton devoted a large portion of his speech to an issue of great concern to nearly everyone at the University and in this country-education. Claiming that only a strengthened educational system can preserve the United States' status as a world leader, he proceeded to articulate a 10-point plan designed to elevate the quality of this nation's schools.

To beat the winter doldrums, you and your friends decide to take part in a classic University undergraduate experience: tenting out for the Carolina game. A week before the game you set up-you receive a high tent number, but are nonetheless promised entry to the big game. After hours of braving cold and mud, the day arrives. You creep closer and closer to Cameron as the time nears. Suddenly, just as you're about to enter, you're told that there is no space left and that all the time and effort spent in anticipation was for naught.

Responding to persistent problems with lack of space, University officials are contemplating a change of locale for the University Day Care Center from the currently facility on Central Campus to the downtown Durham YMCA. The new facility will increase the overall capacity by 70 percent but will be more inconvenient than the current location.

According to a recent investigative report by the News and Observer of Raleigh, the North Carolina Department of Motor Vehicles is failing miserably to enforce its program for reducing air pollution emitted by automobiles. Apparently the DMV has only done fewer than half of the undercover investigations that it promised federal officials. As a result, many cars receive emissions tags that do not even come close to meeting the Environmental Protection Agency's pollution standards.

Last Friday, House Speaker Newt Gingrich received a reprimand from the House Ethics committee on a 7-1 vote. The House will vote on the measure tomorrow. If passed, Gingrich will face a $300,000 fine payable out of the speaker's own funds or out of campaign contributions.
